Marquette and the Migraine?

I don't really know what this is meant to depict. It is on the east side of the building on the southeast corner of Michigan and Wacker. I am guessing that Marquette is the guy with the crucifix on the left. He's real big in the Great Lakes area. The guy on the right is holding his head while everyone else ignores him, so I am assuming he is having a migraine.
